 भारत की विदेश नीति  को ऊपर वाला भी नहीं पहचान सकता ।  अमेरिका भारतियों को अवैध प्रवास के आरोप में गिरफ्तार  कर हथकड़ियां लगाकर  भारत वापस भेजे तो भी भारत का खून नहीं खौलता ।  राष्ट्रप्रेम जागृत नहीं होता। दूसरी तरफ भारत देश में शरणार्थी की हैसियत से रह रही बांग्लादेश  की पूर्व प्रधानमंत्री शेख हसीना को बांग्लादेशियों को सम्बोधित करने के लिए आन लाइन सुविधा देती है। समझ में नहीं आता कि भारत की हसीन विदेश नीति का आधार क्या है ? या भारत की विदेश नीति  अब थाली के बैंगन जैसी हो गयी है।

भारतीय प्रवासियों के साथ दुर्व्यवहार को लेकर जहाँ  संसद में विदेश मंत्री एस जयशंकर का बयान निराशाजनक रहा ,वहीं दूसरो तरफ राज्य सभा में राष्ट्र्पति के अभिभाषण पर धन्यवाद प्रस्ताव का उत्तर देते हुए इसी मामले पर प्रधानमंत्री का मौन भी खल गया। दुनिया में जहाँ छोटे-छोटे देश अमरीका की दादागीरी के खिलाफ मोर्चा खोल रहे हैं वहीं भारत जैसा डेढ़ अरब की आबादी का देश अमेरिका की विदेश नीति की हिमायत करने में संकोच नहीं दिखहा रहा। लगता है कि  भारत सरकार  देशवासियों की भावनाओं को या तो समझना नहीं चाहती या उसमें जन भावनाओं के खिलाफ जाने की प्रवृत्ति बना ली है।

आपको याद होगा कि  शेख हसीना तख्ता पलट के बाद जान बचाकर  भारत आ गईं, हैं  मगर मुसीबत ने उनका साथ नहीं छोड़ा। बुधवार को  बांग्लादेश के संस्थापक शेख मुजीबुर रहमान के ढाका स्थित आवास में प्रदर्शनकारियों ने तोड़फोड़ की. इतना ही नहीं, उस ऐतिहासिक घर को आग के हवाले भी कर दिया।  यह तोड़फोड़ और आगजनी उस समय हुई, जब उनकी बेटी और पूर्व प्रधानमंत्री शेख हसीना ‘ऑनलाइन’ बांग्लादेश के लोगों को संबोधित कर रही थी।   जब शेख हसीना को इसकी खबर मिली तो वह गुस्से से लाल हो गईं. उन्होंने ऑनलाइन संबोधन में ही बांग्लादेशियों से सवाल कर दिया कि क्या उन्होंने बांग्लादेश के लिए कुछ नहीं किया ?

सवाल ये है कि  क्या कोई शरणार्थी भारत भूमि पर रहकर कोई राजनीतिक गतिविधि कर सकता है ? यदि नहीं तो भारत सरकार ने शेख हसीना को आन लाइन समबोधन करने की इजाजत और सुविधा कैसे मुहैया कराई ? शेख हसीना को भारत सरकार ने अतिथि वीजा दिया है न कि  सियासत करने की छूट दी है। और यदि शरणार्थी के रूप में सियासत करने की इजाजत दी है तो तय मानिये कि  ये राष्ट्रिय हितों के खिलाफ है।  आने वाले कल में भारत विरोधी तत्व भी इसी तरह दूसरे देश में शरण लेकर भारत विरोधी गतिविधियों को शह देंगे।

भारत की सरकार न अमेरिका से रिश्तों को लेकर स्पष्ट है और न बांग्लादेश से   रिश्तों को लेकर गंभीर है।  भारत सरकार को अपनी सम्प्रभुता की फ़िक्र नहीं है ।  भारत भूमि पर अमेरिका के सैन्य विमान ऐसे बेख़ौफ़ होकर उतर  रहे हैं जैसे भारत अमेरिका का कोई उपनिवेश हो। भारत के रूपये की साख पहले ही गिर चुकी है और बची खुची साख को भारत की विदेश नीति मिटटी में मिलाये दे रही है। भारत सरकार को शायद समझ में नहीं आ रहा है कि  उसे करना क्या चाहिए   और सरकार कर क्या रही है।

ऐसा असमंजस देश ने न पहले प्रधानमंत्री के कार्यकाल में देखने  को मिला और न पहले,दूसरे  और तीसरे मौके पर लोकसभा में। हम न विदेश नीति जानते हैं  और न चाय नीति ,लेकिन हम इतना जानते हैं कि  कोई भी शरणार्थी किसी दूसरे देश में बैठकर राजनीति नहीं कर सकता ।  हसीना के ई-सन्देश के बाद ढाका में भारत के कार्यवाहक उच्चायुक्त पवन बाधे को सौंपे गए विरोध पत्र के जरिए मंत्रालय ने बांग्लादेश की गहरी चिंता, निराशा और गंभीर आपत्ति से अवगत कराया. बांग्लादेश का कहना है कि "ऐसे बयान बांग्लादेश में लोगों की भावनाओं को ठेस पहुंचा रहे हैं." मंत्रालय ने इस बात पर भी जोर दिया कि उनकी ऐसी गतिविधियों को बांग्लादेश के लिए शत्रुतापूर्ण कृत्य माना जाता है और यह दोनों देशों के बीच स्वस्थ संबंध स्थापित करने के प्रयासों के लिए अनुकूल नहीं है।  जाहिर है कि  हसीना को भारत में मिली छूट से भारत और बांग्लादेश के पहले से खराब हो चुके रिश्ते और खराब हो जायेंगे।

दुर्भाग्य की बात ये है कि  हमारी सरकार अपनी विदेश नीति के किसी भी पहलू पर संसद में बात नहीं करना चाहती ।  मामला चाहे अमेरिका से भारतियों की अपमानजनक वापसी हो या दिल्ली में रहकर शेख हसीना का सियासत करने का । अमेरिका से अवैध प्रवास के आरोप में भारत भेजे गए लोगों के मुद्दे पर विदेशमंत्री एस जयशंकर प्रसाद का वक्तव्य भी घोर निराशाजनक रहा।  उन्होंने भारत की जन भावनाओं को समझे बिना अमेरिका सरकार के व्यवहार का एक तरह से समर्थन ही किया।  इससे लगता है कि  आम भारतीय की भावना भले ही आहत हुई हो किन्तु भारत सरकार की आत्मा को कोई तकलीफ नहीं है।  आत्मा यदि संगदिल हो तो उसे कोई तकलीफ आखिर कैसे हो सकती है ?

भारत देश कि  प्रथम प्रधानमंत्री पंडित जवाहर लाल नेहरू की विदेश नीति पर चलकर 67  साल तक कामयाब रहा ।  यहां तक कि  भाजपा की पहली गठबंधन सरकार के मुखिया पंडित अटल बिहारी वाजपेयी ने भी नेहरू की विदेशनीति का त्याग नहीं किया ,किन्तु महापंडित नरेंद्र दामोदर दास मोदी ने प्रधानमंत्री बनते ही नेहरू की विदेश नीति को ही नहीं ,बल्कि अपने से पहले की  हर नीति को त्याग दिया और नतीजा आप सबके सामने है।  आज भारतियों के साथ जो व्यवहार अमेरिका ने किया है वो एक न भूलने वाला कृत्य है।भारत सरकार ने इस बात का कोई खंडन नहीं किया कि  भारत भेजे गए भारतियों के साथ अमेरिका ने कैदियों जैसा अमानवीय व्यवहार पहली बार किया है।  

बहरहाल हमारी सरकार एक के बाद एक आत्मघाती कदम उठाती जा रही है। परम स्वतंत्र न सर पर कोई की तरह ।  गोस्वामी तुलसीदास ने रामचरित मानस में हमारे प्रधानमंत्री के चरित्र को लेकर बहुत पहले लिखा था कि  -
परम स्वतंत्र न सिर पर कोई। भावइ मनहि करहु तुम्ह सोई॥
भलेहि मंद मंदेहि भल करहू। बिसमय हरष न हियँ कछु धरहू॥
अर्थात हमारे प्रमुख सेवादार  परम स्वतंत्र हैं , उनके सिर पर तो कोई है नहीं, इससे जब जो मन को भाता है,वही करते हो। भले को बुरा और बुरे को भला कर देते हैं । हृदय में हर्ष-विषाद कुछ भी नहीं लाते। हमारे मुखिया ने अपने आपको पहले ही नान वायलॉजिकल घोषित कर दिया था। स्थिति ये है कि  अब
डहकि डहकि परिचेहु सब काहू। अति असंक मन सदा उछाहू॥
करम सुभासुभ तुम्हहि न बाधा। अब लगि तुम्हहि न काहूँ साधा ॥
 

अर्थात वे सभी सहयोगी दलों को  ठग-ठगकर परक गए हैं और अत्यन्त निडर हो गए हैं , इसी से (ठगने के काम में) मन में सदा उत्साह रहता है। शुभ-अशुभ कर्म तुम्हें बाधा नहीं देते। अब तक उन्हें  किसी ने ठीक नहीं किया। जनता भी इस मामले में गफलत में हैऔर आरएसएस भी ।  विपक्ष भी सरकार को न पटरी पर ला पा रहा है और न सत्ताच्युत कर पा रहा है। इसीलिए अमेरिका भी अपनी मन की कर रहा है और शेख हसीना भी। बेहतर होता कि  शेख हसीना के स्थान पर हमारे अपने लोकप्रिय प्रधानमंत्री बांग्लादेश की ताजा घटनाओं पर संसद  में बोलते ।  

वे अमेरिका को आँख दिखाते जैसे की दूसरे देशों ने दिखाई ,लेकिन ये न हुआ और न आगे होने की कोई उम्मीद है।उनसे बेहतर तो अटल जी थे जिन्होंने अमेरिका कि प्रतिबंधों की परवाह न करते हुए इंदिरा गाँधी की तरह देश में परमाणु परिक्ष्ण कर दिखाया था। बहरहाल  प्रधानमंत्री 13  फरवरी को अमेरिका जायेंगे लेकिन अमेरिका सरकार के रवैये के खिलाफ अपना रोष प्रकट करने के लिए डोनाल्ड ट्रम्प से उस तरह हथकड़ियां लगाकर नहीं मिलेंगे जैसे विपक्ष संसद में विरोध प्रकट करने उपस्थित हुआ था। वे हमेशा की तरह ट्रम्प को झप्पी देंगे। यही झप्पियाँ भारत को महंगी पड़ने वाली हैं।

कानपुर। तीन दिन भारी वर्षा के बाद भी कानपुर टैस्ट मैच चौथे दिन ही रोमांचक स्थिति में पहुंच गया है। भारत और बांग्लादेश के बीच चल रहे दूसरे टेस्ट का चौथा दिन समाप्त हो गया है। दूसरे और तीसरे दिन बारिश के चलते मैच नहीं शुरू हुआ था। बांग्लादेश ने पहले दिन टॉस गंवाकर 3 विकेट पर 107 रन बनाए थे। इसके बाद तीन दिन वर्षा की वजह से मैच बाधित रहा। आज चौथे दिन जब खेल शुरू हुआ और भारत ने मेहमानों को 233 रन पर ऑल आउट कर दिया।

इसके बाद भारत ने ताबड़तोड़ बल्लेबाजी की और 9 विकेट पर 285 रन बनाकर अपनी पारी को घोषित कर दिया। और भारतीय क्रिकेट टीम ने 52 रन की लीड भी हासिल कर ली। वहीं चौथे दिन स्टंप तक भारत ने बांग्लादेश के 2 विकेट भी 26 रन के स्कोर पर गिरा दिए। अब यदि कल पांचवें और अंतिम दि भारत बांग्लादेश को जल्दी आउट कर लेता है तो वह यह मुकाबला आसानी से जीत सकता है।

Bangladesh: बांग्लादेश में रेडीमेड परिधान तैयार करने वाले श्रमिकों द्वारा पारिश्रामिक में कम वृद्धि के विरोध में जारी प्रदर्शन के दौरान बुधवार को पुलिस के साथ हुई झड़प में एक महिला श्रमिक की मौत हो गई। बांग्लादेश के प्रशासन ने मंगलवार को ‘रेडीमेड गार्मेंट्स’ (आरएमजी) फैक्टरी कर्मचारियों के वेतन में 56.25 फीसदी का इज़ाफा करने का ऐलान किया है जिसे श्रमिकों ने कम बताया है। इसे लेकर किए जा रहे प्रदर्शनों के दौरान सात दिन में तीन श्रमिकों की मौत हो चुकी है। 

प्रत्यक्षदर्शियों ने कहा कि ढाका से 25 किलोमीटर उत्तर में स्थित गाज़ीपुर में विरोध प्रदर्शन के लिए चार हजार से अधिक श्रमिक सड़कों पर उतर आए। गाज़ीपुर में रेडीमेड परिधान वाली फैक्ट्रियों का गढ़ है जहां हज़ारों लोग काम करते हैं। इनमें अधिकतर महिलाएं हैं।

महिला प्रदर्शनकारी के सिर में चोट लगी। एक सरकारी अस्पताल में स्थित पुलिस चौकी के प्रमुख बी. मियां ने पत्रकारों को बताया कि महिला को एक घायल पुरुष के साथ ढाका मेडिकल कॉलेज अस्पताल में उपचार के लिए लाया गया था और डॉक्टरों ने महिला को मृत घोषित कर दिया। कपड़ा उद्योग बांग्लादेश की जीडीपी में करीब 16 प्रतिशत का योगदान देता है।

स्वतंत्र प्रभात।

कोलकाता से कथित तौर पर लापता हुई कुवैत की 31 वर्षीय महिला पड़ोसी देश बांग्लादेश में मिली है। एक पुलिस अधिकारी ने वीरवार को यह जानकारी दी। कोलकाता पुलिस ने पूरी जांच के बाद कुवैत के दूतावास को सूचित किया कि महिला एक पुरुष के साथ अंतरराष्ट्रीय सीमा पार कर बांग्लादेश चली गई है।

पुलिस अधिकारी ने कहा  कि इसके बाद कुवैत के दूतावास ने बांग्लादेश से मदद मांगी और महिला सोमवार को बांग्लोदश में एक घर में मिली। पुलिस ने महिला को कुवैत के अधिकारियों के हवाले कर दिया है। महिला 20 जनवरी को अपने छोटे भाई के साथ कोलकाता आई थी और पूर्वी कोलकाता में एक पांच सितारा होटल में ठहरी थी। वह एक निजी अस्पताल में त्वचा संबंधी रोग का इलाज करा रही थी।

अधिकारी ने बताया वह अपने छोटे भाई के साथ 27 जनवरी को अलीपुर चिड़ियाघर गई थी, जहां से वह ‘‘लापता’’ हो गई। उसके भाई ने अलीपुर थाने में महिला के लापता होने की जानकारी दी। महिला के मोबाइल फोन में कुवैत की ‘सिम’ थी इसलिए उससे उसका पता नहीं चल पाया। इसके बाद पुलिस ने सीसीटीवी कैमरे के फुटेज खंगालने शुरू किए।

पुलिस के एक वरिष्ठ अधिकारी ने कहा कि सीसीटीवी कैमरे के फुटेज में महिला एक पुरुष के साथ पीले रंग की टैक्सी में बैठती नजर आई। हमने टैक्सी चालक को खोजा, जिससे पता चला कि वे मार्क्विस स्ट्रीट (मध्य कोलकाता में) के पास उतर गए थे। उन्होंने बताया कि वहां से उन्होंने दूसरी टैक्सी ली और पड़ोसी उत्तर 24 परगना जिले में बनगांव के पास बांग्लादेश की सीमा पर पहुंचे।

अधिकारी ने कहा कि इसके बाद उन्हें भारतीय क्षेत्र में नहीं देखा गया। कई सीसीटीवी फुटेज खंगालने के बाद पुरुष की एक तस्वीर मिली जो कि संभवत: बांग्लोदश का निवासी है। उन्होंने बताया कि इसके बाद उस व्यक्ति के खिलाफ ‘रेड अलर्ट’ जारी किया गया। अलीपुर थाने और कोलकाता पुलिस के ‘एंटी-राउडी सेक्शन’ के कर्मचारियों ने अपने मुखबिरों से बात की और इसकी पुष्टि होने के बाद कि वे अंतरराष्ट्रीय सीमा पार कर चुके हैं, उन्होंने नई दिल्ली में कुवैत दूतावास को सूचित किया। अधिकारी ने बताया कि दूतावास ने कोलकाता पुलिस को एक प्रशंसा पत्र भेजा है जिसमें महिला का पता लगाने में उसके अधिकारियों की भूमिका की सराहना की गई है। वह व्यक्ति जो शायद महिला का प्रेमी था, उसके साथ क्या हुआ, इसकी कोई जानकारी नहीं है। बांग्लादेश में महिला कहां से मिली, इस संबंध में भी मीडिया के साथ कोई जानकारी साझा नहीं की गई।
