खजनी गोरखपुर खजनी तहसील में तैनात तहसीलदार ध्रुवेश कुमार सिंह एक मुकदमे में नियत तिथि 23 जनवरी लगा था एक दिन पहले 22 जनवरी को उक्त मुकदमे में आदेश कर दिये एवं तमाम फाइलों में बगैर सुविधा शुल्क  लिए आदेश नहीं करते जिससे अधिवक्ता वादकारी के हित को लेकर आक्रोशित हो गए और एक माह से अनवरत धरना प्रदर्शन तहसील परिसर में कर रहे हैं एवं उनके न्यायालय के न्यायिक कार्य से विरक्त है।

तहसील खजनी का 7 फरवरी को निरीक्षण करने पहुंचे ए डी एम प्रशासन से भी मिलकर अधिवक्ताओं ने तहसीलदार खजनी ध्रुवेश कुमार सिंह के खिलाफ लिखित शिकायत किए थे परंतु कोई कार्रवाई न होने से अधिवक्ताओं का आक्रोश सातवें आसमान पर पहुंच गया है तथा चार दिन पहले एस डी एम खजनी राजेश प्रताप सिंह को अधिवक्ताओं ने लिखित शिकायत किया था

जिसमें तहसील दिवस 21,2-2026 के पहले तहसीलदार खजनी का स्थानांतरण करने की मांग किया था विभागिय अधिकारियों को इस प्रकरण को लेकर अनेको वार  ज्ञापन दिया गया परंतु आज तक आश्वासन के अलावा कोई कार्रवाई न होने से आज संपूर्ण समाधान दिवस के अवसर पर अधिवक्ताओं  ने मेंन गेट पर धरना प्रदर्शन किया धरना स्थल पर मुख्यरुप से  खजनी तहसील बार एसोसिएशन के अध्यक्ष

  के के सिंह, सत्य प्रकाश उर्फ मालू लालश्रीवास्तव एडवोकेट,  जयनाथ दुबे मंत्री विनोद पांडे,, शशि शेखर सिंह रामप्रीत यादव, अपने उद्बोधन में तहसीलदार खजनी के काले कारनामों को विस्तार पूर्वक बताएं धरना प्रदर्शन के बाद अधिवक्ता तहसील परिसर में तहसीलदार मुर्दाबाद वापस जाओ वापस जाओ का नारा लगाते हुए तहसील दिवस के बैठक हाल में उप जिलाधिकारी खजनी को संपूर्ण समाधान दिवस के बैठक हाल में पहुंचकर ज्ञापन दिए तहसीलदार  खजनी के स्थानांतरण  तक धरना प्रदर्शन चलता रहेगा संपूर्ण समाधान दिवस की अध्यक्षता

उपजिलाधिकारी खजनी क्षेत्राधिकारी खजनी  ने किया। पिछले तहसील दिवस को एडीयम प्रशासन द्वारा तमाम अधिकारी यो के तहसील दिवस में उपस्थित न होने पर उनके नोटिस दिया गया परंतु उसका भी असर कुछ  नहीं दिखा दिया तहसील दिवस मात्र औपचारिकता बन कर रह गई है आज भी तमाम तहसील स्तरीय अधिकारी बैठक में उपस्थित नहीं थे उपस्थित होने वाले अधिकारी मुख्य रूप से  राजस्व निरीक्षक  लेखपाल पुलिस विभाग के लोग उपस्थित थे।

राजधानी दिल्ली

राजधानी दिल्ली में भ्रष्टाचार के खिलाफ CBI ने बड़ी कार्रवाई करते हुए दिल्ली पुलिस के ASI सुंदर पाल को 10 लाख रुपये की रिश्वत लेते हुए रंगे हाथों गिरफ्तार कर लिया। आरोपी पर प्रॉपर्टी विवाद निपटाने के बदले 25 लाख रुपये की मांग करने का आरोप है।

📌 रिश्वत लेते ही दबोचा गया ASI

CBI के अनुसार, आरोपी ASI शिकायतकर्ता को डराकर उसके खिलाफ कार्रवाई न करने के बदले मोटी रकम मांग रहा था। परेशान होकर पीड़ित ने सीधे CBI से संपर्क किया। जांच के बाद एजेंसी ने जाल बिछाया और पहली किस्त के रूप में 10 लाख रुपये देते ही आरोपी को धर दबोचा।

📌 CBI की सटीक प्लानिंग

10 फरवरी को केस दर्ज करने के बाद CBI ने पूरी रणनीति बनाई। तय स्थान पर जैसे ही ASI ने पैसे लिए, पहले से मौजूद टीम ने तुरंत छापा मारकर उसे गिरफ्तार कर लिया। मौके से पूरी रिश्वत की रकम भी बरामद कर ली गई।

📌 कई और नाम हो सकते हैं उजागर

CBI अब यह पता लगाने में जुटी है कि इस मामले में कोई और पुलिसकर्मी या दलाल शामिल है या नहीं। आरोपी की संपत्ति और पुराने मामलों की भी जांच की जा रही है।

📌 अदालत में पेशी की तैयारी

CBI आरोपी को कोर्ट में पेश कर रिमांड की मांग कर सकती है। एजेंसी ने साफ कहा है कि भ्रष्टाचार के खिलाफ उसकी मुहिम लगातार जारी रहेगी और कानून से ऊपर कोई नहीं है।

गौतमबुद्ध नगर/यमुना एक्सप्रेसवे:

यमुना एक्सप्रेसवे के सेक्टर-18 स्थित गौर यमुना सिटी में रहने वाले सैकड़ों प्लॉट मालिकों ने बिल्डर गौरसन्स के खिलाफ अवैध वसूली, दबाव और मनमानी का गंभीर आरोप लगाया है। निवासियों का कहना है कि बिल्डर ने “कंस्ट्रक्शन पेनल्टी” के नाम पर लाखों रुपये की वसूली शुरू कर दी है, जबकि YEIDA प्राधिकरण ने साफ शब्दों में कहा है कि इस तरह की पेनल्टी प्राधिकरण द्वारा अनुमोदित ही नहीं है।

🔶 कैसे शुरू हुआ विवाद?

निवासियों के अनुसार:

• उन्होंने 2018 से 2021 के बीच गौरसन्स से प्लॉट खरीदे।

• इस अवधि में YEIDA के कुछ मामलों और कोविड की वजह से रजिस्ट्री प्रक्रियाएं लंबी खिंच गईं।

• बाद में किसानों के मुआवजे की राशि के रूप में ₹1,20,000 प्रति प्लॉट अतिरिक्त लिया गया, जिसे अधिकांश प्लॉट मालिकों ने समय से जमा भी किया।

• रजिस्ट्री होने और निर्माण शुरू होने के बाद अब बिल्डर की ओर से नई मांगें सामने आने लगीं।

🔶 कंस्ट्रक्शन पेनल्टी का बड़ा खेल?

निवासियों का आरोप है कि बिल्डर अब:

• ₹2 लाख से ₹10 लाख तक की “कंस्ट्रक्शन पेनल्टी”

• बिना किसी आधिकारिक आदेश

• बिना YEIDA की अनुमति

• और बिना किसी लिखित कारण

मांग रहा है।

लोगों का कहना है कि यह पेनल्टी पूरी तरह “मनमानी और अवैध” है, क्योंकि YEIDA की ओर से इस तरह की कोई वित्तीय देनदारी अधिसूचित ही नहीं है।

YEIDA के अधिकारियों से निवासियों ने लिखित उत्तर भी मांगा, जिसमें स्पष्ट किया गया कि प्राधिकरण की ओर से ऐसी कोई पेनल्टी नहीं लगाई गई।

🔶 NOC और बिजली कनेक्शन रोकने के आरोप

निवासियों ने आरोप लगाया कि बिल्डर:

• पेनल्टी न चुकाने वालों का NOC रोक रहा है

• घर बन चुके प्लॉटों का कम्प्लीशन सर्टिफिकेट जारी नहीं कर रहा

• और सबसे गंभीर रूप से बिजली कनेक्शन देने से भी मना कर रहा है

जिससे कई परिवार निर्माण पूरा करने के बाद भी अपने घरों में शिफ्ट नहीं कर पा रहे।

एक पीड़ित प्लॉट मालिक ने बताया:

“बिल्डर के ऑफिस में साफ कह दिया जाता है—पेनल्टी दो, तभी NOC और बिजली मिलेगी। यह खुला धमकी भरा व्यवहार है।”

🔶 RERA में दर्ज शिकायतें, अदालतों में लंबित केस

कई निवासियों ने इस मामले की शिकायत UP-RERA में की है, जहां कुछ पर सुनवाई भी शुरू हो चुकी है।
इसके अलावा:

• कई प्लॉट मालिकों ने सिविल अदालत में याचिकाएं दाखिल की हैं

• कुछ मामलों में निवासियों ने कंज़्यूमर फोरम का दरवाज़ा भी खटखटाया है

• कुछ लोग सामूहिक शिकायत दर्ज कराने की तैयारी में हैं

निवासियों का कहना है कि बिल्डर ने बिल्डर-बायर एग्रीमेंट (BBA) में मौजूद एक अस्पष्ट क्लॉज का गलत इस्तेमाल कर अवैध वसूली का रास्ता बनाया है।

🔶 आर्थिक और मानसिक तनाव में खरीदार

लोगों का कहना है कि:

• प्लॉट खरीदने के बाद पहले किसानों का मुआवजा,

• फिर रजिस्ट्री की प्रक्रिया,

• और अब अचानक लाखों रुपये की अतिरिक्त मांगे

उन्हें गंभीर आर्थिक बोझ में धकेल रही हैं।

कई खरीदारों ने बताया कि वे होम लोन चुकाते हुए घर का निर्माण भी कर रहे थे, ऐसे में यह पेनल्टी किसी भी तरह स्वीकार्य नहीं।

🔶 YEIDA से निवासियों की प्रमुख मांगें

निवासियों ने YEIDA को ज्ञापन देकर इन मांगों पर कार्रवाई की अपील की है:

1. बिल्डर द्वारा की जा रही अवैध वसूली की जांच

2. “कंस्ट्रक्शन पेनल्टी” को तुरंत निरस्त कर बिल्डर को रोकना

3. बिना पेनल्टी वसूले NOC और बिजली कनेक्शन जारी करने का आदेश

4. बिल्डर के खिलाफ कड़ी दंडात्मक कार्रवाई

5. प्रोजेक्ट की सभी वित्तीय और तकनीकी अनियमितताओं का ऑडिट

🔶 YEIDA की प्रतिक्रिया — जांच के संकेत

YEIDA के कुछ अधिकारियों ने अनौपचारिक रूप से निवासियों को आश्वस्त किया है कि:

• शिकायतों को गंभीरता से लिया गया है

• आवश्यक दस्तावेज मंगाए जा रहे हैं

• और यदि बिल्डर की गलती पाई गई, तो कठोर कार्रवाई की जाएगी

हालांकि अभी तक कोई आधिकारिक प्रेस नोट जारी नहीं हुआ है।

गौर यमुना सिटी के निवासी कहते हैं कि बिल्डर की मनमानी उनके सपनों का घर बसाने की प्रक्रिया को बेहद कठिन बना रही है। लोग चाहते हैं कि YEIDA और संबंधित विभाग हस्तक्षेप कर पारदर्शिता बहाल करें और खरीदारों के अधिकारों की रक्षा सुनिश्चित करें।

निवासी एक स्वर में कहते हैं:

वहाँ के लोगों का कहना है कि गौरसन्स पिछले 3 साल से सभी निवासियों से मेंटेनेंस चार्ज वसूल रहा है, जबकि बिल्डर द्वारा जो मूलभूत सुविधाएँ प्रदान की जानी चाहिए थीं, वे आज तक पूर्ण नहीं की गई हैं। न तो प्रोजेक्ट में आवश्यक सुविधाएँ समय पर उपलब्ध कराई गईं और न ही मेंटेनेंस के बदले कोई संतोषजनक सेवा दी गई। इस कारण वहाँ के निवासी गंभीर रूप से परेशान हैं और इसे स्पष्ट रूप से एक अनुचित वसूली बता रहे हैं।

“हम नियमों के अनुसार सब कुछ दे चुके हैं। अब जो वसूली हो रही है, वह पूरी तरह अवैध है। YEIDA को हस्तक्षेप करना ही होगा।”
